Permanent draft integration overlay for VS Code.

Registered in .github/pr-stack.json. Must stay open + draft for stack compose.

Supersedes closed #79.

Stack sync requires integration overlay PRs to stay open drafts. #10/#79/#80
were closed and GitHub refused reopen after history rewrites. Point the
manifest at permanent draft replacements so rebase/compose can run again.
